The Great Barrington Declaration would have protected those at actual risk while leaving free the young and healthy. Once the "flatten the curve" failed to prevent a pandemic, the cost to the majority, including coerced participation in a massive drug test, exceeded the benefit to the few. This violation of the social contract was offset by huge government payouts, including fraudulent loans that were forgiven, all paid for by the people whose freedoms were annulled. If there ever was a time for questions and discussion, this was it and the government agencies knew it. So they took control of the means of information production. This was a dress rehearsal for the next totalitarian "state of emergency."
